Recently, I bought a new hardDrive for my PC. Along with
it, I also bought Microsoft Windows XP Home Edition
Installation CD. However, the Windows XP happened to be
for distribution only with a new Pc. I bought both the
hardDrive and Windows XP together but not from the vendor
where I bought my PC. Am I violating any licensing
regulations here? If I don't have Windows XP but want to
install one in my PC, where can I get it that is not for
distribution with a new PC?

You have bought an OEM copy of Windows XP which is OK.
That particular version is intended for system builders but should be
OK for you.

Some limitations of OEM are:
No Microsoft support, support, if any, comes from the seller.
Can not perform an upgrade, Clean Installation only.
Can not normally be transferred to another computer regardless the
condition of the original computer.
Some of the many reasons OEM is cheaper than retail.

The vendor may perhaps be able to help with an upgrade. Or at least provide
some help as with this company at https://200.187.137.3/index.php
who provide such help even though all products are OEM.
