Press Control+Alt+Delete keys
(The dialog box for Windows Task Manager opens)
Select the File menu, then New Task (Run).
(The dialog box for Create New Task opens)
Type in "Explorer" (without the quotes)
Press OK button.

Hopefully Windows Explorer restarts with the Taskbar and
Start button.

Hope this gets it back for you.

actually, no that didn't do it, but I did resolve it this morning.
When I booted up this am - the external monitor kicked in - and the task
menu was on that monitor. So - the internal had the background, the
desktop icons and the office tool bar. The external had background and
task menu only. When you moved your mouse to go to the start menu - you
watch it disappear off to the right of the screen on the internal before it
shows up ont he left of the sceen on the external. (same goes for autohide
on the office toolbar if you have it set on the right margin.

When troubleshooting the previous external monitor display, this problem
came about when they (being toshiba tech and xp troubleshooting for dual
monitors) had me choose the "extend windows desktop onto monitor" on the
second monitor. Yeah - it "extends" it alright - it extends it as in, a
panoramic extend - not a mirrored extend.
