Re sizing pop up window

I am trying to download critical updates. The updates
have been identified and the pop up window for terms of
use pops up. At the bottom of the window it ask if I
agree to the terms. However, the yes or no bottom is not
viewable in the pop up window and I don't know how or
can't resize the window to accept the condition and of
course you can't download any of the updates without
agreeing to the terms. I am using a lap top. What can I
do to view the buttons?

Does the cursor turn into a two-headed arrow at edges or corners of the
pop-up ? If so, hold down left mouse button once this happens and drag to
enlarge. Hope this works.
