Most likely the MDAC version is to old on your computer so the patch
will not install.

This security update requires that you have any one of the following
MDAC versions installed:

MDAC 2.5 Service Pack 2
MDAC 2.5 Service Pack 3
MDAC 2.6 Service Pack 2
MDAC 2.7
MDAC 2.7 Service Pack 1
MDAC 2.7 Service Pack 1 Refresh
MDAC 2.8

I suggest you upgrade to MDAC 2.8 and see if it solves the problem,

I downloaded mdac 2.8 and installed.then I tried to download kb832483 which
the ms site said I needed to update .while downloading loading and
installing ,I got a message" mdac hotfix installer has encountered an
problemand needs to close." which i reported.then I saw a ms windows update
status which showed I installed it 15 times.I still get the message to
update kb832483 when I reboot.So I guess I got it but auto update doesn't
know it.
