I was told that using the XP upgrade would not give me all of the programs available on the full version. Is this true? I am upgrading from ME to XP.

Not True.
I recommend upgrading if you feel confident your machine is working 100% and
have XP drivers for all hardware ready to go. If your machine has a problem
now, chances are that those problems will still exist after the upgrade -
but with a new and possibly unfamilar interface to go with it.
I recommend doing a clean install if you feel a clean-up would be nice and
you want to start with as little clutter as possible and work your way up.

Yes, an upgrade should included everything that is normally included in a
clean install. It is generally not recommended to perform a clean install,
since anything you have created, downloaded, or installed since purchasing
your computer, will be removed with a clean install.

do a clean install...that upgrading is just asking for problems....

Safest way requires special software tools. These tools include a boot
manager that is compatible with XP, and a partitioning manager that is
compatible with the NTFS file system used by XP and will hide ME from XP
during XP installation. The boot manager will hide ME from XP after XP is
installed. It also requires enough hard drive space to accomodate both XP
and any apps you intend to install. It will leave your current ME operating
system intact and working normally.
These tools can be purchased as separate entities, or as a single package.
Do a search in google for "boot manager".
MS has large file that is downloadable that will check your current hardware
for XP compatibility. Do this first.
