Error writing new config file. Check writepermissions.

I just set up some users with limited privileges using my
Administrator Account. However, when these new users log
on using their new UserName and Password they get a few
Error messages in this order:

1 Error reading config file. This is probably due to new
user setup. A new config file will be created.
2 Error writing new config file. Check writepermissions.
3 Error writing state file.

any ideas??
