Shut down and restart doesnt work

i try and shut down my computer or restart my computer
and it does nothing i click it and the computer makes the
usual shut down noises then it just stays on it used 2 be
fine this problem has only just begun to occur and i know
i aint doin n e thing work i know how to use a computer
