In Win 98 if you open System Information you can then open Configuration
Utility and turn of various apps running in the back ground or Start Menu.
Does it exist in WinXP if so where can I locate it.?

Hit ctrl-alt-del once and that brings up the taskmanager. You can then see
what programs are running in the backgroun.
