How can you empty the system restore file and have it start building anew?
I am guessing you minimize the file size and run your computer for a few
days!!

To turn-off System Restore:
Right-click on MY COMPUTER and select:
Properties > System Restore , make your settings
selections and click "apply". Reboot your computer.
Now go back and re-enable System Restore.

The Disk Cleanup tool has an option to delete all but the most recent
restore point. You'll find this under More Options in Disk Cleanup.
