window size

My computer and control panal well all my windows have all
been replaced with a small windows logo in the center of
the screen.On the lift hand side of the screen about half
way up is file,edit,view,favorites,tools with two
vertical line after that if clicked give you a menu with
some options.
I can see the window at the bottom of the screen but only
about 1/2 is shown
Please can some one show me how to restore the windows
back to there proper setting
