Logon Background Color Change

I Have read that there is a way to change the logon
screen in xp but i tried it and it doesnt work because i
need an RGB Color number to correspond to what i want to
use.

Has anyone done this that knows how to do it?

Do you want to change the actual Welcome Screen? Or just the Desktop =
background color?
