Open XP's "Help and Support" and type: ERASE , and hit enter.
Then click on "Erase files from a CD".

You should stick to posting links. He didn't ask how to
erase a disk, he asked how to format one. The answer is
that unless packet-writing software is being used,
formatting is not possible or necessary. And if packet-
writing software is being used, the OP needs to RTFM to
find out how to use it.
