I upgraded my system from Windows NT 4.0 Sp6 to Windows
XP Professional. I added a user with my name, Allan, and
it named it "Temp" under the profiles directory. Now
when I go into that user it never saves my preferences
and I have to reload my preferences each time I log in.
How do I make a permanent user that will save personal
preferences when I log off or change the "Temp" file to
the user name?

Try using Control Panel >> User Accounts instead of just creating folders.
There is alot more to it than that.
