Use TweakUI for XP.
Change the default setting to no arrows on shortcuts.
Then use it's Repair function to 'repair' your icon cache.
It'll flush the icon cache and ensure that your current and new shortcuts
icons have no arrows.

That 'Delete IsShortCut is liable to have side effects and should have
been removed from the KB long ago. Instead Use TweakUI - one of the XP
Powertoys from (if you have installed XP SP1)

If you have not installed SP1, the earlier version can be found at
http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US/TweakUiPowertoySetup.exe
Once installed you will find it in Start - All Programs - Powertoys for
Windows XP
Its Explorer - Shortcut page allows you to choose the style of the
arrows - including none; I suggest trying the very inconspicuous 'light
arrow'
