I have an 80g drive which is partitioned 40g xp and 40g Linux...Is there
a way I can reformat the Linux partition and extend the xp without a
reinstall ??

I have found linux partitions do not adjust to well to resizing. If you are
using a floppy to boot into linux it will still work but if you are using
linux boot programs such as lilo or grub you will probably have to reinstall
to make sure you can reboot.
One method I have used is to back up the main linux partition through ghost
2003 and then reinstall linux after which I restore the backup. I do this
because I have added many items from the original install and don't want to
readd everything.

Trufflesdad:
You might try start, settings, control panel, administrator tools, computer
management, disk management, click on the drive in reference, and try
partion delete, for the partition in reference. I am not sure that this will
work for Linux partion, but you can try.
This is AS IS with no guarantees intended.

Why not try something simple and buy partitionMagic from Powerquest. The
software will do all you require without any bull****. Excuse the expletive
but from what I have just read it just seems too much trouble for someone
whom requires a simple solution to a simple problem. Answer PQ Magic 7 or 8
