Task Manager

I'm using Windows XP home Edition. When I try to use the
End task feature to close a program by using the shortcut
Control+Alt+Delete nothing comes up. Also when I right
click on an empty space on the taskbar and click on Task
manager nothing happens. Do you have to activate this
feature? I don't know what to do. Please help. Thank you.
