If you have XP SP-1, you can use Add/Remove programs -
Windows Components (in Control Panel) and uncheck MSN
Explorer and Windows Messenger.

Note that there is a Messenger Service that also can
annoy you with Pop up messenges. To nix this one, go to
Services (Under Administrative Tools) and stop Messenger
Service (also set startup to disable so it doesn't run
next time Windows starts)
