I understand I can't use spell check without Excel,
Powerpoint or Word but I don't know if any of those
programs came with the Windows XP OS. If they did can
anyone tell me where to find them?

You CAN use spellcheck without MS Word, PPt etc.
for Outlook Express: Download the OE Spell fix from majorgeeks site:
This fix extracts the spell check engine and provides equivalent spell check
function as MS Office application provides. This means that you need not
invoke this application everytime. Just install one and spell check works
fine.

Greetings --
Neither the Microsoft Office application suite, nor any of its
individual component applications (Word, Excel, PowerPoint, Access,
Outlook, etc.), have _ever_ been "part" of *any* Windows operating
system. They are, and always have been, separate applications, that
must be purchased and installed separately.
