COMPUTER RESTARTS INSTEAD OF SHUTTING DOWN!!! HELP!

Hi all,
I have a machine running XP Home and totally updated Norton Antivirus 2003
Pro. I can't get it to shutdown! It restarts, but won't shutdown...please
help.

Please do not multi-post. If you must cross-post, please do so to two or
three *relevant* groups, putting the topics in the newsgroup line of the
message. Multi-posting to a myriad of groups is a waste of bandwidth and
causes us who monitor many groups to answer the same message more than once
as it shows as a new message in our newsclients.
