There are three similiar features that are all annoying.
You can choose which ones you want to turn off.
#1Go>start\search\change preferences\turn balloon tips
off.#2Go>start\control panel\folder options\view tab and
then scroll down to the bottom and uncheck "show pop up
descriptions.#3right click start\properties\start menu
tab\customize button\advanced tab and uncheck highlight
newly installed programs. Good luck.
