Greetings Sam,

Looking into this -- it's all server-based so there's really nothing you can do to fix this
on your own at the moment.

Greetings Sam,

This was a server problem on Microsoft's side and has been fixed -- this is why it appeared
to just "fix itself".

Hi Sam,

Not that I'm aware of, unfortunately in the past when Messenger's had specific issues
affecting just a group of people, it really hasn't been written anywhere either.
