lost Start bar want it back

I lost my start bar all that shows up is my background
and desktop but no start bar what do I do to get it back
a un happy joe

Reboot into SAFE MODE (F8).

Open XP's System Restore program and select a Restore Point that
was created prior to your problem becoming known.

[Start > Programs > Accessories > System Tools > System Restore]
