And what screen to you get now for logging in? The Ctrl-Alt-Del login? If
so then:

(1) You are on a domain and won't get the Welcome screen.

(2) You are in a workgroup and switched away from the install-time default
of presenting the Welcome screen. Run the "User Accounts" applet in Control
Panel and click the link for "Changing the way users log on or off".

Although it mentions editing the registry when requiring the Ctrl+Alt+Del
logon screen, it is easier to set the option for it in the Group/Local
Policy editor (gpedit.msc).
