XP only allows 2 types of users from what I can see. Administrator or
Limited User.
I would like to have a user who is allowed to install programs - yet not
allowed to change IP addresses.
Is this possible?

Not with HE. Pro has a more sophisticated security paradigm that would allow
such.

This is with Pro. I only see two options. Is there a switch I need to
flip?
