Desktop is not shown in Admin

hi,
When i login as local user, i can able to see my desktop.
when i login as Administrator , i couldn't see the
desktop.
probabily if i create a one new user with admin rights,
the same problem exists.
if i create a one local user with user permissions it is
working fine.

how can i solve the problem pl help me..
