Win98 cannot natively read from, write to, or even see an NTFS
partition.
You can arrange things so that your new disk has a FAT32 primary
partition, and boot Win98 from that. Then you can visit
http://www.sysinternals.com/ntw2k/freeware/ntfswin98.shtml for a NTFS
driver for Win98. This version is free, and allows Win98 to read from
NTFS partitions. They also have a not-free version that allows Win98
to also write to NTFS partitions.

You can install the Win98 in a primary FAT 32 partition on the new
drive, and then it is *possible* to replace the boot there with an XP
set of boot files with an entry in them to boot the XP as an alternative
to the 98. But it is not very easy to set up, and really I think you
would be better to get an independent Boot Manager program, like the
Boot Magic of Partition Magic or BootIT NG, from http://www.BootitNG.com
($35 shareware - 30 day full functional trial) and have the two systems
independent
The Win98 will not be able to 'see files' on the NTFS partition; I would
strongly advise that you do not try. If there are files you want to
have in common between the two systems, divide the new disk in two, and
have a communal FAT 32 partition for the purpose
