Use messenger internally only

We use messenger both internally and externally at the office. For certain users, we would like them to only be able to use it internally. Can this be done?

If you're using an Exchange IM server, you can simply use this .reg file:
http://messenger.jonathankay.com/downloads/exchangeonly.reg

However if you're simply using the .NET Mesenger network for everything, there is no way to
"restrict" users to internal communication only (since all communication would be going
through the Internet itself).
