How to define dialing rules to make some calls go local, some go long distance(under the same area c

Hi all,

I have a problem configuring the Dialing Rules. I want to use Windows Dialer
to dial out, however, some calls under the same area code might be long
distance, some might be local. For local calls, I need to dial area code +
prefix+ number while for LD calls I need to dial 1 + area code + prefix +
number. I tried to add these prefixes under the Dialing Rules to use Local
Dialing Rules; however when I dial other number the way Windows performs
still is for local calls. Anyone successfully configured this scenario?
