how do I migrate all of my current local profile
information -
including my Outlook .pst files, IE shortcuts, Outlook
Express settings, etc
to the new profile?

While this answers the last part of the OP's question, the first part was
missed.

http://support.microsoft.com/?kbid=291636 might provide some help.

In IE, click "Favorites" and "Organize Favorites". Then, one at a time (you
can't do them all at once), right-click on the Favorite folder you want to
copy and click "Copy". You can then navigate to a floppy drive and click
"Paste". The entire folder hierarchy will be placed on the floppy. When
you have all of your favorites on floppy, take them to the new PC, log in,
and copy them all to your "Favorites" folder. You're done.
