'I can't change my desktop wallpaper

I have tried absolutely everything short of pasting a
design over my desktop. In the past I've always been able
to right click set as wallpaper, and it was fun. No
matter what I do I cannot get a customized right click
wallpaper. Can anyone suggest anything?
