Start Button Options

I am not very knowledgable so please bear with me, When
you right click the start buton it is supposed to come up
woth choises such as search, explore and open. Mine has
stopped displaying the open and explore, these are there,
but greyed out, How can i fix this? Please tell me in
very simple terms
