I didn't think they did but went to the Help file and looked for undelete and there were two items that came up. But when displayed, it only talks about deleting files. Someone should do a better job of editing the help file. Anyhow, it doesn't look like XP does have one. I am sure there are 3rd party programs that might do this for you though. I would do a search on Google for undelete files, or recovering files or something like that.

A search in Windows XP Help and Support yields 3 Suggested Topics - all of
which are about the Recycle bin - which is the undelete method on Windows
XP.
1. Full text Matches - about DOS commands not implemented - (in this case
"undelete")
and finally 15 matches for Undelete from the Microsoft knowledgebase. All
of which re relevant to the word undelete in various usages.
So I fail to see why you think the Help and Support is so inaccurate.
