TweakUI is a Registry editor, so if the problems started after you
installed it you just should undo the settings you made in TweakUI to
find out if they are the cause.

Try ...

1)-[Start]
| Run |
SFC /SCANNOW
[Enter]

-or-

2)- System Restore to a previous known good point

-or-

3)- Repair Instal of XP

-or-

4)- Get rid of the "Dell Media Experience"

-or-

5)- if you had a nVidea graphics card you could try disabling the "NVIDIA Driver Helper Service"...

[Start]
| Run |
services.msc
[Enter]

In the Services (Local) list,
right-click "NVIDIA Driver Helper Service"
and then click [Stop].

When "Service Status:" = "Stopped",
change "Startup Type:" to [ Disabled ]
[OK]


You might need to do this first...

Control Panel
NVIDIA Desktop Helper
[Disable nView]
[OK]

The following works for me, in this sequence...

1)-
Windows Explorer
Tools-menu
Folder Options
"Registered file types" [ HTM ]
[Advanced]
[Change Icon]
[OK]... all the way back.

2)-
Close all instances of Windows Explorer

3)-
TweakUI for XP (SP1)
- Repair
- Repair Icons
- [Repair Now]

4)-

Do you have a Dell PC, or is your graphics card nVidia?

Change the icon for *all* .HTM files via step (1), above.
