Missing shortcuts

Wondering if anyone else has experienced the following:
Regardless of what method I use to create shortcuts to
folders in my Start menu, when I open the new folder
shortcut, it is missing some of the contents of the
original folder it's supposed to lead to.

For instance, if I right click Accessories, drag it to
Quicklaunch, and select "Create Shortcut Here," the
shortcut is created; but it opens to an Accessories folder
missing half the accesssories.

Same thing if I try to create shortcuts from Start's
Programs folder to the desktop; same thing if I Drag and
Drop instead of right clicking.

Please post if you have a solution / fix; or even if you
don't have a solution, but have experienced similar
problems.

Remember that there is a start menu (+ folders) for each user on the machine
and another one for all users.
