I have two kids who use the same computer and the same account. I would like
to avoid having to create two new accounts for each child In order to keep
track of each childs activity. But instead I would like them to log in
separately but accessing the same account since they both use the same
programs and stuff.

How do I do that?

You can not have it both ways. I think what you want to accomplish is to
share some programs and for that you could use a program that will let you
move around some shortcuts that point to these programs or if you
knowledgeable enough, you could accomplish this just by creating shortcuts
in the appropriate user's profile Start Menu. One such program I would
recommend is called Startup Control Panel available from Pcmagazine.
Some programs may need to refresh themselves requiring install disk in order
to run under different user accounts and one such program that I know is
Microsoft Office.
