Recycled is used for FAT32 drives.
Recycler appears when there are NTFS drives on the system. There will be a
subfolder with a long alpha-numeric name for each user. Each user account
has a unique string that is used as an identifier in various parts of XP.
When a file is deleted, it is placed in the recycler subfolder of the
current user.
