Nobody has ANY ideas??? Please help me.

Matt, XP network connections have a box you can check that allows the
connection to be available to "all users" or "only me." Sorry, I'm not
familiar with Highstream's dialer and what allowances it offers for setting
it up on a multi-user operating system. You should probably ask them about
this.
