It´s not installed. You will have to do that yourself.
When you have a WindowsXP CD you´ll find NTbackup.exe in this folder:
X:\VALUEADD\MSFT\NTBACKUP

When XP came pre-installed on your harddrive, you most probably don´t have
it. OEM-ers seem to think their customers don´t want to make backups.
