My wife shut here xp home system down by logging off
rather than shutting down.
Now when turning the system on it starts and goes all the
way to the two tone blue windows xp screen then sits idle
with now options to choose. the arrow is there and the
mouse responds to motion but does nothing with clicks.
I can still access her hard drive through the network.
Any recomndation on what to do to get back into the
system.

Try booting it into Safe Mode and then shut down and restart normally and
see if that has resolved the issue.

If not boot back into Safe Mode and use System Restore and select the most
recent restore point that is prior to the botched shut down.

And if that does not work then you may have to do a Repair Install as per
the instructions at http://michaelstevenstech.com/XPrepairinstall.htm
