IE and user accounts

My query involves the use of user accounts and IE. I have three accounts set
up mine and two others. They all have administrator rights. There are no
passwords set up on any of the accounts.

What happens is when you switch to another user account, open IE, the window
opens you get the message at the bottom left hand of the page saying, "Web
site found. Waiting for reply." and that's as far as it gets. The only way
to browse is to be the only one logged on to any of the user account.

Is this normal or is there something I need to set on my system?

I have WinXP Home and IE6 on cable.
