My Computer>>Right click on the A:\ drive. Choose Format.>>Check "Create an
MS-DOS startup disk." Set your PC to boot from the floppy you've just
created and you're off to the races.

Unless he has an NTFS formatted hard drive, then his horse will fall at the
first fence...

You don't. There is no DOS in Windows XP. You can either
dual-boot with a DOS-based operating system, or boot from a DOS
diskette.

Be aware, though, that if you boot to DOS, you won't be able to
access any NTFS drives you may have.
