I need to scan a form and then be able to fill in the blanks, boxes, etc. What software will be
compatible with Windows XP Pro that will allow me to do this?

You need to install an OCR (Optical Character Recognition) software
program. Check your scanner's User's Guide to see if OCR software
was included with your scanner's software installation CD.

I assume you want to scan a paper form so that you can use it as an
electronic form.
Caere Corp. makes a product called OmniForm. It does that task, but it is
not cheap.
