will not do a system restore

i tried to do a system restore and it says it cant dont give a reason. I tried it with 5 different dates and it just wont work please help if you can

Turn off Syst Restore* > Apply and OK out
Turn off machine
Turn on machine (Can combine the two with Restart)
Turn on Syst Restore > Apply and OK out.

To test:
Create a Restore Pt
Change to another Desktop Background
Roll back to the Restore Pt
Is the original Desktop Background back?

* Rt. click [My Comp] > [Properties] > [Syst Rest] (tab) >
Select [Turn off Syst Rest on all drives]
