How do I manually remove something from the install shield
list?

There was a program that I erased without using the
uninstall. (it was necessary, I couldn't boot) Now I
can't re-install the program b/c the install shield thinks
it's already there. I have removed the program entry from
the registry with no change.

any help would be appreciated.

It may help to scan the Registry for leftovers that belong to the
program you uninstalled. Get the free jv16 Power Tools
(http://www.vtoy.fi/jv16/index.php) and use their Registry Cleaner.
But use this tool with caution and do not remove things from which you
do not know what they are.
