I develop nad host several sites on the net, and about 6-
8 months ago I changed hosts. When using XP, I can only
go to the old IP (currently occupied by someone else).
This happens in either IE or FP2003. Using the same
connections, etc, I can get to these sites with no
problem using another OS. Recently I installed SPYBOT,
and one of the things it will do is give you a look in
your local DNS and DCHP. On looking, I discovered that
not only was my old site tagged with the wrong IP, but so
were a few others that I had been unable to get to for
awhile. Please help!

Check your Hosts file in \windows\system32\drivers\etc

You may need to clean out old entries from the file.
