no "Help & Support"

When I go to menus and click on "Help & Support" nothing
happens! Sometimes I get the hourglass briefly, other
times it just does nothing! We reinstalled XP last
weekend, (that was a pain!) and it is still not there!
I bought computer from small business that has been in
business 20 years and he never had this problem before!
Help!
