framedyn.dll missing

XP home: When I right-click my computer to view its
properties I get a 'Runndll.exe' error claiming that
framedyn.dll is missing, please reinstall. I have read
that copying framedyn.dll from C:\WINDOWS\SYSTEM32\WBEM
into C:\WINDOWS\SYSTEM is a fix.
I cannot unistall my officejet software as well. Thanks in
advance.
