Yes
Not really
max fps(frames) sent are dictated by internet connection and bandwidth not
usb.
I have a USB 1.1 camera, my friend in USA also.
I have DSL, so does my friend.
My friend sees my video a lot faster than I see from them.
Just because video in a preview window is fast does not mean that it is sent
that fast.
It would have to be a really good conntection to send 30frames.
10-15 if you are lucky.

Check out the ADS USB Turbo 2.0 Web Cam at:
http://www.adstech.com/products/USBx2020/intro/USBX2020intro.asp?pid=usbx2020
You can get it much cheaper here, though:
http://www.compgeeks.com/details.asp?invtid=USBX-2020
Works great. Of course, like any product, it has it's bad points. It's
fast at 30 fps, but it needs good lighting, otherwise you have to turn on the
low-light mode in the driver, which greatly reduces the frame rate. Also, the
focus run isn't as tough as I'd like. I got my first USB Turbo 2.0 in May 2003
and I move it a lot, so it needs to be focused. My focus ring stripped out and
the lenses fell out. I tried to put it back together, but the focus ring
wouldn't stay on. Fortunately, I was able to find a replacement much cheaper
than my original. I paid about $80 on the ADS web site for the cam, but found
it at www.computergeeks.com for about $46. I just got my replacement cam today
and it's working great...
