Computer will not shut down

My computer will not respond when you go through the
normal process of start menu, turn off computer.., turn
off (or restart). The only way to turn off the computer
is to log off and switch users which then provides the
option of shutting down. I've gone through the
troubleshooter step by step several times and the problem
still exists. Any help please. Thanx.
