When I press CTL-ALT-DEL, I only get a list of windows.
I don't get a titlebar, or any tabs to switch between
windows, processes, performance, etc.

Open Task Manager and double-click anywhere on the top Window border.
Somehow, you managed to convert Task Manager to run in "Tiny Footprint Mode".

Hi,
Just double-click the outer frame and all tabs will be back.
